Museum and Gallery Lighting: The Annual Budget Nobody Mentions
Walk through any major gallery and you will notice something odd once you know to look for it.
The rooms are dark. Darker than any other public building you spend time in. Blinds are drawn across skylights on a bright afternoon. Some cases sit unlit until you approach them. A watercolour that was on the wall last spring has been replaced by something else, with a small card explaining it has gone back into storage.
None of that is aesthetic. Every one of those decisions is being driven by a constraint that does not exist in any other building type, and it is the single most important thing to understand before designing a gallery.
The collection is on a clock. Light damages it, the damage adds up, and it cannot be undone. So a museum does not simply decide how brightly to light an object. It decides how much light that object is allowed to receive in a year, and then spends that allowance carefully.
Which means the lighting design is not really a lighting design. It is a negotiation between three things that pull against each other: what the curator needs the visitor to see, what the conservator will permit, and what the building can physically deliver through its roof and its walls.
This guide is about that negotiation. It starts with the constraint, because nothing in a gallery makes sense until you understand it, and then works through what it forces the architecture to do.
The Constraint, Explained
Think of each object as having a bank account that can only be drawn down.
Light damage is cumulative and irreversible. Every hour an object spends under light makes a withdrawal, and there are no deposits. Storage in darkness stops the drawdown but never reverses it.
What determines the size of each withdrawal is brightness multiplied by time. Twice as bright for half as long costs exactly the same. That product is measured in lux-hours, and it is the unit conservation works in.
Which gives conservators the concept they actually use: a lifetime light budget for each object, and an annual allowance drawn from it.
The comparison that makes it vivid: direct sunlight can reach around 100,000 lux. One hour at that level delivers 100,000 lux-hours, which is the same cumulative dose as 2,000 hours under 50 lux gallery lighting. Against a 15,000 lux-hour budget, a single hour of unfiltered sun spends nearly seven years of allowance.
(That calculation is straightforward arithmetic from the published figures. Note that at least one conservation resource states 200 hours rather than 2,000 in the same comparison, which appears to be a typographical error, since 100,000 divided by 50 is 2,000.)
That is why daylight control in a gallery is not an atmospheric decision.
Illuminance limits are better agreed than exposure budgets. Maximum illuminance by material category is set out in CIE 157:2004 alongside ICOM guidance, and the figures appear consistently across conservation sources:

Annual exposure budgets are where the systems diverge, and a designer should know that before quoting a number in a meeting:

These are not competing errors. They are different classification systems, built on different assumptions about acceptable rates of change and different definitions of the categories.
So the number is never assumed. It comes from the conservator, for that specific object. A designer's job is not to select a budget but to build a scheme capable of respecting whichever one is set, and to know enough to ask the question early rather than discover it at a review.
And note the rest periods. Several of these policies require an object to sit in dark storage for two or three years between display cycles, which is a collection management requirement with direct consequences for storage provision in the building.
Treat all of these as published guidance rather than as values verified against purchased copies of the standards, since CIE 157 is not freely accessible.
What the Budget Forces the Building to Do
This is where the constraint becomes architecture.
Rotation is not optional. Whether a budget is spent as a short continuous display or as an hour a day across the year, sensitive objects still need somewhere dark to go, and several conservation policies mandate rest periods of two to three years between display cycles. That is a storage requirement and a curatorial programme, and both land on the building.
Facsimiles exist for a reason. Some objects are judged too sensitive to display at all. Where that decision is taken, a high-quality replica goes in the case and the original stays in a dark, climate-controlled store. One institutional policy reviewed for this article recommends that its most extreme category, limited to 500 lux-hours a year, should ideally never be exhibited and that facsimiles be used instead. How often this is done varies entirely by institution and by object.
Motion sensing is a conservation tool here, not a convenience, and the arithmetic shows why.
A 300 hour annual allowance can be spent two ways. Continuously, which gives roughly thirty-eight days of display at eight hours a day and then eleven months in the dark. Or spread across the year at roughly one hour of illumination per opening day, which is what occupancy sensing delivers, lighting the object only while somebody is standing in front of it.
The second approach keeps the object on display all year within the same budget. It is why constant-illuminance dimming with occupancy sensing has become standard practice in conservation-led galleries rather than an optional refinement.
And the control system can enforce the limit. Addressable systems such as DALI allow a maximum output to be programmed per fixture, so a lux cap is locked into the installation rather than depending on someone remembering. On a conservation-led project this is worth specifying explicitly.
Daylight: The Gallery Problem
Domestic artwork lighting can simply say keep it out of the sun. A gallery usually cannot, because daylight is often central to the architecture and to how the work is meant to be seen.
Which makes daylight the most demanding element of the design, and the reason top-lit galleries are engineered rather than merely detailed.
The techniques that appear consistently in built work:
Diffuse it, never admit it directly. Skylights and clerestories are shaped and modelled so that daylight arrives diffused, with direct sun excluded. Getting this right requires modelling that accounts for orientation, season and latitude rather than a rule of thumb.
Filter the ultraviolet at the glass. Laminated glazing with a UV-filtering interlayer handles this in the fabric rather than relying on films applied later. Conservation guidance commonly gives ultraviolet content as 0 to 10 microwatts per lumen as the target, with 75 as the maximum. Those are not competing figures, they are an ideal and a ceiling. Quality LED makes near-zero achievable, which is a genuine improvement over the sources this replaced.
Make it adjustable, across the full range. Adjustable louvres, diffusing blinds with a defined transmittance, and blackout capability for when the gallery is closed. One published scheme uses openweave diffusing blinds at 20 percent transmittance on sunny days and blackout blinds outside opening hours.
And close it down when nobody is there. A gallery that is dark when closed roughly halves the annual exposure of everything in it, for free.
Historic buildings converted to museums are the difficult case, since they were designed for entirely different purposes and frequently admit uncontrolled daylight. Research on this notes that lighting conditions in such conversions are often inadequate and that the space's adequacy should be assessed rather than assumed.
Specification
Colour rendering: Ra 90 minimum. Galleries are among the few interiors where this is genuinely non-negotiable, since the entire purpose of the room is accurate viewing. Request the R9 value separately, because deep reds are excluded from the Ra average and are exactly what oil paintings and textiles depend on.
Colour temperature by collection. Published guidance suggests 2700K to 3000K for older and warm-toned works, around 3500K for contemporary and mixed collections, and 4000K only where sculpture or daylight integration justifies it. Above 4000K is generally avoided in conservation zones.
Beam angle by object. Roughly 10 to 15 degrees for small artefacts and jewellery, 20 to 25 degrees for individual paintings, 30 to 40 degrees for large canvases, and asymmetric wall wash for tapestries and murals.
Note the US framework as well. Where CIE 157 and ICOM guidance dominate in Europe, IES RP-30, the Recommended Practice for Museum Lighting, is the reference commonly cited in North America. On an international project it is worth establishing at the outset which framework the institution works to.
Track, because exhibitions change. The reason galleries use track is not cost. It is that a fixed installation constrains curation, and the room has to be re-lit every time the exhibition changes. Specify interchangeable optics so beam angles can be altered without replacing fittings.
Infrared and heat. Guidance commonly holds that an object's surface should not be warmed by more than a small margin, with figures around 5 degrees Celsius appearing in published sources. LED is a substantial improvement over the halogen it replaced, but heat in enclosed display cases still needs consideration, and fibre optic delivery remains useful where a case cannot tolerate a heat source.
Glare. Published guidance for general gallery areas commonly cites UGR 19 or lower. A visitor moving between a bright circulation space and a 50 lux gallery is also adapting, so the transition between them deserves the same thought a hallway does.

Five Mistakes
1. Designing to a lux level and ignoring the hours. The lux figure is only half of the constraint. It is the annual budget that determines what can actually be displayed.
2. Treating daylight as an atmosphere decision. One hour of direct sun costs roughly seven times the annual budget of a sensitive work.
3. Fixed lighting in a gallery. The exhibition changes and the lighting has to change with it. Track with interchangeable optics is the point.
4. Leaving galleries lit when closed. Closing the lighting down outside opening hours roughly halves annual exposure across the whole collection, at no cost.
5. Specifying without the conservator. Sensitivity categories, rotation schedules and exposure budgets are curatorial decisions that determine the lighting brief. They cannot be assumed from a materials list.
